Objectives

The Office of Insular Affairs carries out the Secretary of the Interior's responsibilities for U.S.-affiliated insular areas. Capital Improvement Project (CIP) funds address a variety of infrastructure needs in the U.S. territories including critical infrastructure such as hospitals, schools, wastewater, and solid waste systems. Improvements to critical infrastructure not only benefit the current population and businesses but also lay the groundwork to attract new investment to the territories thereby promoting economic development.

Eligible applicants

Eligible applicants are the governments of the U.S. territories of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands.
